New Penwith musicians' database online - please read!

Penwith Music Centre, at Humphry Davy School, has worked over the past four years to develop itself as a resource for local musicians, with low cost rehearsal space, studio facilities, and the outreach activity of the Music Development Worker. A significant amount of time has been spent answering calls from people needing musicians, workshop leaders, bands, venues - so that I am now developing new content for this website, to provide this type of information for people to access online.

If you would like to be listed - available for gigs, looking for musicians, offering a venue, publicising an upcoming event - please send me your information. For those offering workshops, I'll need to see copies of your CRB and public liability insurance, as well as two referees to vouch for the quality of your work - but if that presents any difficulty, come in and see me, to talk through how to achieve these core requirements..

The first database listings will go out for July - and no contact will be listed without their express permission.

For more information, please contact me at the address above, and I look forward to hearing from you.

Important information: new Vetting & Barring scheme for freelance artists in education

(This text is copied directly from the ISA website - http://www.isa-gov.org.uk/)

From 12 October 2009, new measures will be introduced to help prevent unsuitable people from undertaking paid or volunteer work with children or vulnerable adults. This is called the Vetting and Barring Scheme (VBS). To help implement the Scheme a new public body called the Independent Safeguarding Authority (ISA) has been created [This is a national body created by the Department of Health, Home Office and Department for Children, Schools and Families].

The ISA make decisions over who should be barred from working with vulnerable people. These decisions are legally binding so a barred person must not undertake certain roles under any circumstances. Failing to comply could result in both the employer and the employee or volunteer being prosecuted and even going to prison.

Available here is a document put together by KEAP, with kind help of DAISI (www.daisi.org.uk) which will hopefully answer your questions regarding this scheme

A very useful guidance document has been issued by the ISA which gives more information about the scheme itself, who it applies to and how it will work.

The guidance can be downloaded from http://www.isa-gov.org.uk/Default.aspx?page=402
Or go to www.isa-gov.org.uk click on Resource Library at the top, then click on Vetting and Barring Scheme Guidance on the left.

More information about the Vetting and Barring Scheme (VBS) and the Independent Safeguarding Authority (ISA) can be found at www.isa-gov.org.uk or by calling 0300 123 1111.

Proms Family Orchestra and Chorus: Cornwall 2010

We are seeking to recruit family members from Cornwall to take part in a major Proms Family Orchestra and Chorus project, performing at the Proms at the Royal Albert Hall on Monday 30 August 2010!

What is the Proms Family Orchestra and Chorus?
BBC Proms Family Orchestra was launched in 2006, when five people turned up at a primary school in Reading for the first rehearsal. More recent Proms Family Orchestras have become bigger than your average symphony orchestra, featuring a wide range of music, and an even wider range of ages!

The idea is to give family members - whether mums, dads, brothers, sisters, aunts, uncles, neighbours or grandparents - the chance to play and sing music together. Everyone is welcome, from keen amateurs to those who've never played in an orchestra before - and its ideal for those who haven't picked up their instrument in years! The minimum age is 7, and all children must be accompanied by a parent or guardian throughout the project.

This year the Proms Learning team, the BBC Concert Orchestra, Cornwall Music service and the Cornish composer Graham Fitkin have teamed up to build the biggest Family Orchestra and Chorus yet who will perform a world premier at the BBC Proms.

What will happen in this project?
Over the next few months the BBC will be creating and rehearsing two brand new family orchestras and choruses in Cornwall and London. Each orchestra will work with musicians from the BBC Concert Orchestra on a piece written especially for the project by Cornish composer Graham Fitkin which will be performed alongside the whole BBC Concert Orchestra at the BBC Proms in London at the Royal Albert Hall on 30 August and broadcast live on BBC Radio 3.

What will we be playing?
The BBC Proms have commissioned a new piece from Cornish composer Graham Fitkin, the piece will included families from Cornwall and London in the Family Orchestra and Chorus and the BBC Concert Orchestra. Graham’s piece PK has strong Cornish connections, focusing on Cornwall’s historical importance as part of the world’s tele-communication systems.

Who can take part?
Proms Family Orchestra and chorus welcome families of all shapes and sizes. Anyone aged seven upwards is welcome, from keen amateurs to those who have never played in an orchestra or sang in a choir before. If you play an acoustic instrument, or would like to join the chorus or percussion section, at whatever level, you can come and join the fun.

Acorn Theatre announces closure: Full Trustees' Statement

As you have probably read in the Cornishman, the Acorn Theatre in Penzance has announced its plans to close at the end of August. The Cornishman will run more  news on this next week (please write to the paper to give your opinion!), and a Facebook page has been set up to keep people informed of the campaign to save it, at http://www.facebook.com/group.php?gid=118821011485332&ref=ts .

The Trustees of the Cornwall Theatre Company, which owns and runs The Acorn Arts Centre in Penzance, on 10th May 2010 took the decision to close the Acorn from 31st August 2010.

The following statement was issued by the Trustees:

This decision has been taken with enormous regret but has become unavoidable given that the charity would not be financially viable beyond that date and therefore unable to pay its staff and its overhead costs. By setting a date for closure in advance, the trustees will be able to guarantee employment to the staff until the end of August and meet our present obligations with regard to staff, ticket holders and hirers.

We are keen to emphasise that the currently advertised programme at the Acorn, and the summer season in Penlee Park, will be unaffected. In fact, the Acorn is keen to encourage the public to continue to support the Acorn by booking for the planned events through to the end of August.

The Acorn has been operating with a small annual deficit for a number of years and has only been able to sustain itself by rigorously controlling its expenditure and working to secure as much income as possible. Over the past five years the charity has reduced its borrowing significantly, secured one-off project grants from Arts Council England [ACE] and annual grants from Cornwall Council and Penzance Town Council. It has also presented a successful programme of events which have produced good box office returns and bar takings. However, the charity has always been close to the edge financially as the only grant that contributes directly to the running costs of the venue is the annual grant received from Cornwall Council. The grant from Penzance Town Council supports the Penlee Park Outdoor Season and all funding secured from ACE has been granted only for newly-devised specific projects and not as a contribution towards the operating costs. However, we would like to thank the officers of both organisations for their encouragement and support. This funding situation has meant a "hand-to-mouth" existence which is simply no longer viable.

Trustees and staff have, for many months, been exploring numerous options to meet the charity's cashflow challenges but in our view, there is no likelihood of increasing revenues in the current economic climate. This year, we requested a larger grant from Cornwall Council but, regrettably for all involved, they were not able to meet this request. ACE has not offered any prospect of the Acorn becoming a "regularly funded organisation" (RFO), a status which enables many West Country venues and artistic entities to function effectively (but which is currently not being granted to any new clients by ACE).

The Acorn receives significantly less public funding than comparable venues across the South West region. In 2010 it will receive £30,600 (all from Cornwall Council) towards its general running cost whereas other South West venues with similar programmes, operations and audience figures receive between £75,000 and £102,000 through a combination of grants from their local authorities and ACE. For the Acorn to be covering all its costs from tickets and bar sales, and assuming an average 60% capacity audience across the year, each and every customer would need to spend in the region of £23 on each visit to the venue and we would need to charge £1100 to hire the venue for each performance (we currently charge £260). This is not a realistic proposition.

The Acorn is committed to providing a varied programme for the region and supporting Cornish companies to develop and present shows to local people. It is currently the only year-round small scale venue in Cornwall providing such a wide and diverse range of acts. It is not just the building that is a valued resource to the community, it is also the staff team which provides support and guidance on technical issues, access to equipment, a box office facility, publicity support and other help which allows professionals and numerous community groups to present shows at the venue. All but one of the staff are part-time and, despite being paid far below the national average for their roles, they are committed to ensuring that the Acorn always does its best to support companies, promoters, local groups and customers. It is as a result of their dedication to the venue that the Acorn has been able to continue for so long.

Over the last 16 months we have presented 150 live performances selling just over 15000 tickets, 304 workshop sessions and provided the venue on 55 other occasions for community groups to hold meetings or run training courses. We have also provided rehearsal space to 7 professional Cornish companies enabling them to develop their shows ready to tour. Over the last few years we have developed activities that have opened up the venue to new audiences including presenting a regular programme of theatre for children, a club night for people with learning disabilities, participating in the Night Less Ordinary scheme which is an ACE scheme to give free tickets to people under 26, delivering Cornwall's first Disability Arts Festival as well as supporting local community groups such as Shallal Dance Theatre Company, the Acorn Choir, Trelya Youth Project, Golowan Festival, local schools and Truro and Penwith College.

We believe passionately in the importance of the Acorn as a vital centre of the cultural life of West Cornwall, offering a rich and varied artistic experience to the public and an indispensable venue for local and visiting artists and companies. However, operating in an area where a large part of the community does not have much disposable income to spend on cultural activities means that an arts centre can only be sustained by regular, sustained investment of public funds. We sincerely hope that, while activity in the building must cease on 31st August, a sufficient swell of public opinion will bring the long-term financial support that is needed to re-open the Acorn before too long.

If you feel strongly about the closure of the Acorn Arts Centre, please write to one or all of the following to ask for their support:

Sheila Healy, Chair, Arts Council England South West, Southernhay Gardens, Senate Court,  Exeter,  EX1 1UG

Joan Symons, Cabinet Minister for Customer First, Cornwall Council County Hall, Treyew Road, Truro,TR1 3AY

BBC Proms Family Orchestra and Chorus: Cornwall 2010

Make 2010 your year to get a MusicLeader Development Needs Analysis (DNA)

Want to take the next step in your music leading career? Book your place on MusicLeader DNA today!
MusicLeader DNA is a tailored advice and guidance service that allows established practitioners the opportunity to discuss professional development ideas with a specially trained adviser on a confidential, one to one basis.

Why have a DNA? There are lots of great reasons!

  • You want to take stock of your career to date and determine next steps

  • You are unsure where your strengths and weaknesses are as a practitioner and how to develop these areas

  • You want clarity about how to go about promoting your practice to employers

The process begins with a confidential, one to one meeting with one of our advisers. A DNA session last approximately 60 - 90 minutes and involves an in-depth discussion centred on your ideas, priorities and aspirations. Together, you will produce a professional development action plan.

From April 2010, MusicLeader DNA will only cost you £25 - this is considerable value for money for personalised advice and guidance. Feedback from members so far indicates it's an investment that is well worth it:

''It was a really useful session for me, it's great to have someone help you decide what to do next.''
''Thank you for the brilliant advice, I feel a lot more focused now.''

MusicLeader DNA is ideal for those practitioners who have at least one year experience. It doesn't matter what your background or music specialism is, or what musical field you work in - DNA is tailored to your requirements. If you don't yet have one year's experience then you might want to check out MusicLeader Start Up instead (please see above).

Our Money Your Dream - Could young people you know benefit?

It has become the most sought after fund in Cornwall for young people 13 - 19 and Our Money Your Dream is back again with £1/2 million available across the county!

It remains completely young people-led right from them applying to Our Money Your Dream to making all the decisions.
There are a few changes this year which will affect how and when decisions are made. Firstly, although activity applications (activity/trip, worker time and small equipment items) will be considered by the six district panels, capital applications will be dealt with by three area panels (East, Mid and West) who will each have £80,000. They will be made up of young people from the two district panels in that area. The deadline for capital applications is June 30th with decisions being made in August. The deadline for all other applications is December 31st.

There is also £30,000 available for countywide groups. These applications will be considered between now and December with the first meeting in July.

There is also a new application form designed to make it easier for young people submitting smaller applications to Our Money Your Dream. When applying for larger amounts of money, young people are encouraged to include additional information such as photos, letters of support or video presentation.

It's set to be another exciting year and if you work or know of any young people who'd be interested in being involved in the decision making part of Our Money Your Dream then please contact us and we can send out further information to them.

Don't forget we regularly update our website www.omyd.org.uk with a list of all successful groups plus other updates about the fund. You can also download the application form and guidelines.

If you'd like any further information then please contact a member of the 'Dream Team' on the details below.

New checks required for people working with children and vulnerable adults

Changes to checks for those working with children and vulnerable adults will start from October 2009. The fees structure for the scheme has also been set. The creation of the Independent Safeguarding Authority (ISA) is part of the biggest overhaul of vetting and barring arrangements ever undertaken in this country. It will cover 11.3 million people wishing to seek work or volunteer with children or vulnerable adults.

The ISA scheme will mean a single vetting authority maintains a constantly updated list of people who are not allowed to work with children or vulnerable adults – this will incorporate all existing barring lists. If a person is not barred from employment with vulnerable people they will be ISA registered, although it will remain the employer’s decision whether to hire them. The authority will work alongside the Criminal Records Bureau, which will continue to issue criminal records disclosures to help employers make recruitment decisions. Home Office Minister Meg Hillier said: 'The Independent Safeguarding Authority is at the heart of the Government's drive to increase the protection of vulnerable members of our society. 'The mandatory scheme aims to prevent those who are deemed unsuitable to work with children and/or vulnerable adults from gaining access to them through their work. 'From October 2009 employers will be able to check that individual staff members have been assessed for work with vulnerable groups, further enhancing one of the most robust employment checking systems in the world.'

The ISA is an independent body with its own remit and barring criteria which will decide on a case-by-case basis if an individual poses a risk of harm to vulnerable groups. Individuals wishing to undertake paid employment while engaging with vulnerable groups will pay a one-off fee of £64. The fee will consist of two components: an ISA registration fee of £28 and a CRB enhanced disclosure, currently £36, which provides employers with details of information held on police records about potential staff members.
