Key Notes Summer 2009


Hello, and welcome to the July/August edition of Key Notes, the newsletter of Penwith Music Centre. We now have over 350 musicians using the Centre facilities each week, and as we get busier, these news bulletins will be more frequent, with daily updates as well as the monthly email reminder. Please pass the link on to anyone you know who might be interested, and invite them to contact me direct to join the e-mailing list. And please let me know of any events, performances, workshops, gigs, instruments for sale - all can be added to the website and circulated through the newsletter.

We've a busy Spring/Summer ahead of us at the Centre, as we'll be:

  • progressing our application for charitable status
  • running a Band Lab course for young musicians, starting on 17th May
  • completing our Sing Up project with primary schools in the Penzance East cluster
  • launching our Musician Skills series of workshops (see courses page for info)
  • and generally doing our best to promote music and music-making in Penwith.

Laura Hardman

I'm very sad to have to post news of the death on 24th June of Laura Hardman, who many of you will have known either as a film maker, as Director of Cornwall Film Festival, or as Project Manager of the FEAST programme for Cornwall Creative Unit. In all capacities, Laura was a vital force in the Cornish arts scene, and will be very much missed. Her service of thanksgiving takes place on Wednesday 8th July at 3pm in Truro Cathedral.


Free Musical Futures resource materials for music leaders

Musical Futures brings non-formal teaching and informal learning approaches into schools. It aims to make music learning relevant to young people, connect in school and out-of-school experiences, and find ways of engaging all 11 to 18 year olds in sustainable music making and learning.

Band Lab bands to perform at Port Eliot Festival!

Congratulations to all the acts from Penwith Music Centre's Band Lab who auditioned for performance slots at the Port Eliot Lit Fest - every one was successful! They'll now be part of the Twenty Five showcase of young talent on 25th and 26th July - look out for:

After the success of Band Lab, which generated at least five new bands and revealed some serious new talent on the Penwith music scene, we shall be applying for funding for more Labs in the coming year - watch this pace, and get in touch if you're interested in attending.


New checks required for people working with children and vulnerable adults


Changes to checks for those working with children and vulnerable adults will start from October 2009. The fees structure for the scheme has also been set. The creation of the Independent Safeguarding Authority (ISA) is part of the biggest overhaul of vetting and barring arrangements ever undertaken in this country. It will cover 11.3 million people wishing to seek work or volunteer with children or vulnerable adults.

The ISA scheme will mean a single vetting authority maintains a constantly updated list of people who are not allowed to work with children or vulnerable adults – this will incorporate all existing barring lists. If a person is not barred from employment with vulnerable people they will be ISA registered, although it will remain the employer’s decision whether to hire them. The authority will work alongside the Criminal Records Bureau, which will continue
to issue criminal records disclosures to help employers make recruitment decisions. Home Office Minister Meg Hillier said: 'The Independent Safeguarding Authority is at the heart of the Government's drive to increase the protection of vulnerable members of our society.'The mandatory scheme aims to prevent those who are deemed unsuitable to work with children and/or vulnerable adults from gaining access to them through their work. 'From October 2009 employers will be able to check that individual staff members have been assessed for work with vulnerable groups, further enhancing one of the most robust employment checking
systems in the world.'


The ISA is an independent body with its own remit and barring criteria which
will decide on a case-by-case basis if an individual poses a risk of harm to
vulnerable groups. Individuals wishing to undertake paid employment while engaging with vulnerable groups will pay a one-off fee of £64. The fee will consist of two components: an
ISA registration fee of £28 and a CRB enhanced disclosure, currently £36, which
provides employers with details of information held on police records about
potential staff members.

Yvonne Bristow of the new Farmers' Market in Penzance (every Friday 9-3) would like to have musicians there regularly to liven up the atmosphere and pull in the customers. Performance opportunity for young bands July 18th-19th Mount Hawke

Organisers of what has become on of the most popular gigs of the summer - Mount Hawke's Gig on the Green - are seeking bands for this year's event on July 18th and 19th.  Bands will play from 4pm - 11pm both days, with half-hour slots available - a good range of genres, styles, bands and solo artists is needed.

Youth Music launches new funding programme

Youth Music will be launching its new funding programme on 30 June 2009. Grants of between £5,000 and £30,000 will be available to projects providing structured, regular and progressive music-making activities for children and young people. Projects should support Youth Music’s three goals of:

• working with early years;
• children and young people in challenging circumstances;
• encouraging talent.

Projects should be working with children and young people aged 0 to18 (or up to 25 if they have special educational needs, disabilities or are in detention) and children and young people should be central to the decision making on projects. Using the Arts to Develop Leadership, Aspiration and Potential

2nd October 2009, Plymouth Music Zone, 9.45 am- 4 pm

Artsplan, the training and publications department of Artswork and the in-house training provider of ENYAN (English National Youth Arts Network) are pleased to announce the launch of a NEW Youth Arts Training Course: ‘Using the Arts to Develop Leadership, Aspiration and Potential’.

As with all new Artsplan courses, we conduct a pilot session and use the valuable feedback from participants to develop and shape our courses. This new course is being run as a full day course 9.45 am- 4 pm on 2nd October 2009 at Plymouth Music Zone.

The one-day course, ‘Using the Arts to raise Aspiration, Leadership and Potential’, has been created as part of the legacy for the 2009 ENYAN Campaign ‘Young Arts Leaders’ and has been developed following a period of research conducted by ENYAN , throughout the 9 English regions into how participation in cultural activities can have a significant impact on young people’s development and can give young people the chance to develop important life skills such as creativity, confidence, self discipline, effective communication and the ability to work in teams.

This course is suitable for anyone, professional or voluntary, seeking to use or develop the arts in their work with young people. It looks to demonstrate how the arts can be used as a mechanism to develop young people’s leadership skills, aspiration and potential. It celebrates inspirational examples of young people who have excelled through engagement in youth-led arts projects, continue to achieve well and are an inspiration to both the youth and cultural sectors at large. The course also benefits from being part facilitated by young people who have taken on leadership roles within a creative setting.

Rachel Preston, Artsplan Development Manager, comments: “This course makes the case for why we should be investing time and resources into providing creative opportunities for young people that can engage and empower them.”

All participants will receive a certificate of attendance upon successful completion of the course and a wealth of practical resources. Artsplan is subsidising the cost of the training in return for a short 20 minute feedback session with participants at the end of the day. The cost of training has therefore been reduced to £75* (normal training charges vary from £150- £110) which includes all training resources, lunch, refreshments and certification.

Latin American percussion and dance/capoeira workshops

  • Individual and/or group workshops in Pandeiro (Brazilian tambourine - an incredibly funky and complete percussion technique) and Berimbau (single stringed bow with gourd resonator)  looking at Samba variations, Partido, Alto, Capoeira, Funk etc etc

  • Capoeira Angola workshop and/or classes - Capoeira as a traditional art form with emphasis on learning to play the game, having fun/improvising, connection between song, percussion and movement etc

  • Capoeira technique as choreography, acrobatics, fitness training etc, fusing capoeira with other dance forms, breakdance etc

FEAST funding opportunities

We have just posted the briefs for the enhancing community led events and festivals fund on the FEAST website, www.cornwallculture.co.uk/feast.

The fund is divided into two: We are looking for an organization, or team of individuals to help us deliver a support system for voluntary led events and Festivals (see brief) 

And for this year, we are also offering funds for voluntary led events and Festivals to apply for a project to enhance their programmed (see brief) 

This latter fund is open to all, rather than just professional artists, and we ask that you use the ‘open smaller grants’ application form.

Private Members’ Bill for live music

Speaking in the House of Lords last week, Liberal Democrat Peer Lord Clement-Jones announced his intention to introduce a Private Members’ Bill that will provide a conditional exemption for live music in small venues licensed under the Licensing Act 2003.

The announcement came during a debate on the Government’s ‘Minor Variations Amendment’, where Lord Clement-Jones argued that so far, the Licensing Act 2003 had done little to promote live music performance and that it was clear that amendments to allow concessions for certain live music venues have been futile.

The intended solution of a Private Members’ Bill will have three main proposals:
• To exempt live music in small venues from the Licensing Act, conditional on Section 177, which will be triggered so that a licence for live music can be reviewed, and if complaints by local residents are made, then there can be a full, proper hearing.
• To reintroduce the two-in-a-bar rule so that any performance of unamplified live music by up to two people will be exempt from the need for a licence.
• To provide a total exemption for hospitals, schools and colleges from the requirement to obtain a licence for live music when providing entertainment where alcohol is not sold and the entertainment involves no more than 200 people

Music mentors required for new Cornish music industry academy

Music, dance and drama mentors are required for 'The A List', a new music industry training academy opening in Cornwall in the new year.

Ark Music Group is launching The A List from it's mid Cornwall base, and is looking for a range of freelance tutors for it's 16-24 year old students who are following in the footsteps of Cornish girl group The Vanity Girls.

Students will work weekly with professional tutors on development of key skills including dance, vocal, music production etc to build their portfolio of skills ready for work within the industry.

If you have a question which is not addressed, please let us know so that we can give you an answer, and add this to our list, which we want to be as helpful as possible. 

There is a general stage one application deadline every Monday, with two stage two application deadlines of April 28th and Sept 8th
